Your City Officials
The City of Star is governed by a five member Council. The Mayor and Council are elected to serve four year terms, which do not run concurrently. The Mayor is the chief administrative official of the City and Council members are the legislative body of government for the City of Star. All are charged with exercising powers, prerogatives and authority as conferred by the laws of the State of Idaho.
Chad has lived in Star for over 23 years. He operates a successful sprinkler and landscape management company where he installs sprinklers and landscaping for homes and businesses all over the Treasure Valley. Chad has raised three girls and is married to his wife of 34 years, Reba. Chad served on the City Council since 2001 and prior to being elected Mayor served as the Council President. He has served as the Star representative for the School Advisory Committee, the Board of Directors for Valley Regional Transit and liaison to the Star Seniors. Chad is also an active participant in his church and regularly volunteers his time to many worthwhile service projects throughout the community. Chad enjoys hunting, fishing, camping and spending time with his family.
Star City Council
Richard Lockett - Council President (Seat 3)
Born and raised in Boise, Richard has lived in Star since 1998. From 1974 to 2005 he helped run his family’s resort every summer in the Sawtooth Mountains. After graduating from Boise High School in 1989, he attended Boise State University for two years. While still in school, he started his own business selling fishing flies which evolved into his business, Richard’s Sports Supply. Richard’s Sports Supply distributes and sells sporting goods and fishing, hunting, and camping supplies all over the world. He and his wife, Holly have been married for 21 years and are raising four daughters and a son. Richard is active in his church. He enjoys snowmobiling, hunting, camping, and spending time at his cabin with his family.
David Hershey (Seat 4)
David Hershey moved to Star Idaho in early 2013. He and his wife Kim have 5 children. Dave works in contracts and agreements for the United Stated Forest Service (USFS); he supports fire operations serving at the National Interagency Fire Center (NIFC). He has been in and around contracts for over 15 years, working in federal and state contracts and compliance departments. Dave has taught Political Science and Public Administration Classes for American Military University. He holds a BSBM and a MBA degree. His hobbies include shooting, hunting and studying history with emphasis on military history.
Kevin Nielsen (Seat 1)
Kevin has enjoyed living in Star for the last 11 years with his wife, Julie, and 4 children. He loves to get out in Idaho's wild paradise to camp, hike, hunt and fish. Kevin idealizes the farm life and enjoys helping his and other kids in the Star Superiors 4-H club with their hog projects. He also volunteers with the Boy Scouts, his church, the Idaho Food Bank, Ronald McDonald House and other fine organizations. Kevin is an IT professional and has worked for the J.R. Simplot Company for 14 years.
Trevor Chadwick (Seat 2)
Trevor A. Chadwick moved to Star with his beautiful wife, Amber, in 1999. Trevor graduated from Boise High School in 1989, attended Boise State University and then decided to join the military. Trevor has a Master’s in Business Administration (MBA) with added emphasis in Human Resource Management and Marketing. Trevor is an Idaho Hunters Education and Idaho Bow Hunters Education Instructor and was named the 2014 Regional Instructor of the Year. He also is the President of West Valley Little League and has served the league for over five years. Trevor and Amber have been married for 22+ years and have four children. One who is a special angel, one in college (Washington State University), one in Eagle High School and one in Eagle Middle School with all graduating from Star Elementary. His kids and wife are his joy. Trevor enjoys time spent with the family in the outdoors: hunting, fishing, camping and exploring all of the various places Idaho has to offer.
